Surah Hud, ayah 117
وَمَا كَانَ رَبُّكَ لِيُهْلِكَ ٱلْقُرَىٰ بِظُلْمٍ وَأَهْلُهَا مُصْلِحُونَ
And your Lord would not have destroyed the cities unjustly while their people were reformers.
